Can you use this to jump start a car if the battery is dead with no access to a power outlet

No. The GENIUS5 is a battery charger that recharges a battery only when plugged into an A/C outlet. It is not a jump starter. See NOCO Boost UltraSafe Lithium Jump Starters.

When using this charger do you need to disconnect your car battery?

For the normal charge mode it should be safe to charge with battery connected but if using the repair mode I think it would be safer to disconnect as it puts out more voltage (over 15v) and could damage any sensitive electronics, like the ECU.

Ive charged my battery but instead of a solid green light after i have a pulsing green light lasting 2-3 secs. Is it fully charged?

Yes, it is fully charged but leave the device connected unless you need to use the vehicle. Flashing green means the Noco is reconditioning the battery for longevity and easier future charging. After I charged my (knackered) battery, I had flashing green for at least another 24 hours. Leave it, if you can. It will go solid green eventually.
