Q: Does the collar part stay up high on the neck?

Not exactly--I put it on my dog just about the collar level. It will tighten tighter and tighter if you are not able to stabilize it better. While I was using it, the loop slipped over the tab designed to keep it in the right place and my dog was being choked. I actually discontinued use of this slip leash and threw it away because of the choking hazard.
