YES....one of the the many light modes is constant on.

will this adhere to a fiberglass roof with the suction cups Jeep wrangler?

It does adhere on fiberglass with suction, but cant drive with any.. speed/wind resistance and vibration will pop off for sure. I use on my wrangler for parking lot security, for that low speed works well using suction and magnet on the upper metal windshield frame. Attempted once to drive on main road,but flew off due to wind.
