Q: Can you cut flamable drums with this safely

I have, it’s like a big can opener.

Q: Does this open the top of the drum or the side. I am looking to avoid the jagged edges other cutters leave.

It opens the end of the drum much like an old manual can opener. It fit so tight I didn't think it was going to work, but after a bit of determination it does a very smooth job with no jagged edges unless the rim of the drum is bent. It's a bit harder there. Much better than a hammer and a hatchet or pipe wrench!
