Yes it can. The seat is separate.

I see there is a clutch. Does it work and is it functional?

Yes to both. It has first and second gear. They control the speed of the scene that spins. I bought this one for my son a little over a year ago so it’s a little bit jammed. All I have to do is open the back and clean any dust out and it speeds right back up. My two year old son and one year old daughter love this toy.
