Do you have to drill holes in your back fender to put this on? (I'm wondering why ppl installed it so low?--Do fenders have default holes maybe?)

Yes you have to have a hole in the fender to install the taillight. Most fenders have a hole in it already if it has a reflector. So removing the reflector will usually supply a hole to mount this taillight. But if you want it in a specific spot so it is aestheticly more appealing you would have to drill a hole or use an appropriate alternative mounting method such as really strong mounting tape or some type of adhesive.
