1. If the other end is a USB A plug, you can find 5V directly on VCC and GND 2. If both ends are cables with TYPE-C interface, you need to add a 5.1K resistor between the CC pin and the GND pin

Is it a type-c cable on both sides? You can insert a breakout module at one end, and then use a multimeter to test whether the cc pin is connected
