According to the boxes, yes they are made in France - I've owned a number of Crystal D'Arques pieces/products over the years & I believe they are all made in France.

how many ounces is it?

The liqueur glasses actually hold 2 ounces, when filled to the very brim. The web site labels them as 1.5 ounce, which would be an appropriate pour. Note that there are also wine glasses and goblets in this family; sizes vary.
