Are the Blade's Metal?

Blades? This is for conditioning clay and flattening it. Much like a pasta machine. There's roller but no blades.

Does this work on clay that does not need to be baked?

It should work with any type of clay that can be rolled into sheets (such as with a brayer). Some of the air-dry clays (if that is what you are referring to) are rather sticky and will not roll through a pasta machine very well, unless you encase it in a large baggie or something of the sort - but again, it depends on the clay and how manageable it is when flattening it by hand.
