Is this water proof if I wanted to mount it out door?

It does not appear to be water proof

Is there a specific type of hdmi cord that needs to be used? ours does not work when plugging hdmi cables into it. cables work without the box

The only issue I have ran into with HDMI cables is that at a certain length they are directional, my box worked fine. One end of the cable is input other output
