Q: is this chair adjustable for a 6'4 person studying at a low-ish desk?

Probably, I am 5ft 11” and it was very comfortable. It was the only way I could find of being upright at a table when I had severe sciatica.

Q: is the angle of the seat adjustable independently of the height?

yes it is. Although once you have set it up to the angle you want it would need un doing a couple of bolts to change it. But I found it fine once I had tried a couple of positions setting it up permanently
