You can but there are better ones for little babies. Look up Toddle born wild. They do a sun snd wind balm 50+. It’s amazing.

Does this stain when blue if it gets on clothes?

I've haven't had any issues with this staining clothes. But I'd like to add that I never dressed my kids in white, when using this sun lotion

Yes it does need to be rubbed in. It’s blue when applied so you can see where you have put it but disappears once rubbed in
