I am looking for something to topcoat on bass lures i paint. What is the best least expensive coating should I use ?

I have never used on this type of material. You might try it on something similar and see if you get the results you want. I sue it to cover model airplanes and it is good for this purpose.

Can this be used on bathroom under sink cabinet edges where stain is being touched up due to water removing stain? Will it hold up to water splashing?

Yes it should. It's a spar varnish and is made to hold up against water. I would put at least 3 coats on if not more.

Can I use this product on painted metal?

Yes, I think it would work fine on painted metal
