Q: Does the tank come with the top as well as the filters?

Yes It does...I love this tank! It is easy to set up, quiet, and very attractive! Does not come w plants or rocks.

Q: Can I remove the waterfall filter? I've heard tales of it going bad after a year or so, and want to be able to replace it if that happens.

I don't see why not. That said, be prepared to completely replace the lighting and filtering. It is junk. I replaced it with a traditional (back of tank) filtration system with an LED light on a goose neck that sits above the tank.
