I have a Permobil that weighs 350lb, no one has mentioned that heavy yet. Would it work?

Mfg. States in details 500# capacity. It worked well for us for a 2 month 3000 miles loaded!

Will this carrier work for a hoveround power chair?

I am sure it will. I have Rascal Scooter and it works great. My son has a heavier Rascal it works great for his.

Photos always show the ramp on the right side of the vehicle. During assembly can this be reversed so that ramp is on left side?

No. It's not made to be swapped around. You might contact the manufacturer and ask if they have one with the ramp on the left.

Does this carrier and ramp work for a power scooter

Check the weight of your scooter on your owner's manual. Usually it will not come close to the 400 pounds and should work for you. If you are thinking of riding your scooter onto the carrier, that would not be advisable as you would have very little clearance on the carrier in which to stand and to step onto firm ground getting off your scooter would be pretty high depending on your vehicle. And since it folds up, you dont take up all that carrier space in your garage as one that doesnt.
