Is there a trick to get this to lay flat? It seems to to bend upward when pulled out when it should be flat. Or maybe mine came damaged?

Typically this is because the ironing board cover simply needs to be left open for maybe 24 hours so the cover can be stretched out. The tension is causing the front to want to lift up or not lay flat

Can this be installed in a 15" base cabinet ? What is the smallest base cabinet in which it will fit ?

What is the minimum height and width of the drawer opening itself needed? and the depth of the cabinet

Rev-a-Shelf documents indicate a minimum height of 3.67", with a suggested height of 4". The drawer height (and the overhang of your countertop past the cabinet box) along with the drawer depth will determine whether or not the ironing board can be easily unfolded for use. For the shorter model which we used, the spec shows a minimum drawer depth of 15.88"; for the longer model it's 19.86". Drawer widths for both models are 14.25"-21". These are all interior measurements.
