Can anyone explain a good technique for installing this plumb / level - newbie here using for mailbox post and would like to do straight.

Start it by using the bar with your hands equally spaced on each side of it with even, steady downward pressure. Once it is started well into the ground, you should be able to use the bar off to one side for more leverage. Once I had it to ground level, I installed the post, used a large pipe wrench to turn it even deeper. Installed a plastic mail box kit that covers the post.

Can this be used on 2 x 4” post?

It's made for a 4 x 4, but you could usea 2 x 4 and screw it to one side of the anchor.

Would these work in loose sand if there was not much stress put on them? We want to mark off a beach lot.

There is no problem with using these in sand.

Will this work for a 40" tall x 96" long panels cedar picket fence and gates.

I agree, it would work. Sounds like you are only talking 2 maybe 3 posts, or 4 posts with gate, so this would be OK. Alternatively, one cheap bag of premix concrete per every two posts will also do the trick and easier to make plumb.
