Would this be a good brush for a child in need of safe scratching due to severe eczema?

This is an easy answer - yes. When I had severe eczema the itch was most of the time impossible to keep under control. That brush was helpful to get to that itch before it became unbearable. It helped me calm down, too. I was glad to have the three so I would always have one handy. I kept one in my purse, one in the bathroom or bedroom upstairs and one downstairs. Now that I stay 100% away from those foods that I was intolerant and keep a very clean diet, I don't need them as much. I hope this is helpful. I know the difficulties of having eczema.

It is soft. It can be used for fingernails.

This brush is softer than the gardner's nail type brush. I am not certain as to what type of material the bristles are, just a soft plastic. I have bought many brushes like this type over the years,and I like that this particular one fits well in an adult hand yet is easy for a child to hold as well My son who is now 20 used one of these from age 2 to 14. Now my granddaughter age 3 has used them for over a year. I highly recommend.
