Q: will it work with windows 10 desktop

It lets you connect a TV with a remote signal source. If your computer, regardless of OS, outputs HDMI signals I would expect it to work. But I have not made that connection.

Q: Can this be powered by usb port, like a usb power port on projector?

If your usb power port on projector has output of 5V and for the little bit more than 1A, I don't see the reason why not.

Q: Does this device support 1080p 60Hz?

Yes. I have 1080/120 on the master and 1080/60 on the slave. Seems to work ok. Other reviews state the quality is reduced through this box, and I don’t notice it on my main 55”, but I also think Direct TV through ATT is far worse pircture than satalite so I may not notice due to this.
