Yes it does. It's on page 3 of the little booklet.

is this made of stainless steel?

I contacted the Ann Clark company after purchasing, because the cookie cutters they sent did not have the US flag printed on the side of the cutters, as they had pictured. They assured me that the cutters are indeed American made from stainless steel. Personally, I can’t see that they are any better quality than any other cookie cutters I have owned.
