Can you fold it up when not in use? (with the paper roll still inside)

Can you use a 18”x1000’ roll of but her paper?

Yes it will. I am currently using 18” x 1,000’ roll of white butcher paper.

Can this be used to cut vinyl?

No I dont believe it is sharp enough to cut vinyl.

Mines doesn’t close all the way is that just me I thought it was because my butcher paper is big but no it doesn’t snapp in place

Nothing on mine snaps in place, I assume you are talking about the cutting blade part though. I put my hand on that when I tear the paper across. It works just fine though. I am sure once you have used more of the paper on the roll, it will be a better fit though.
