Would it be able to transport granite countertops? Would it be able to support the weight of the granite?

This panel cart is described as having a 150-lb weight capacity. You could carry granite up to that weight (not a very big piece of granite).

Can i place a 48x96 plywood at top of it and use as a work table and should not move at all while the wheels are locked

I wouldn't. It's great for moving plywood around and using as a feed to your table saw. There are many ways to cut full sheets of plywood that are cheaper and I would think cheaper
