Can a chess enthusiast play a hard match against a computer, or playing against a computer only for beginners?

The playing strength at the highest level is about 1,500 ELO, which is average for a Class C, category 3 player. (https://en.wikipedia.org/wiki/Chess_rating_system). We generally recommend this computer for young players due to the board size, features and playing strength.

The Millennium Chess Champion Electronic CHess Board does not have self moving pieces. The only currently available chess product that has self moving pieces is the Square Off Grand Kingdom set. Square Off plans to offer the "Neo" and "Swap" soon, which also have that capability.

Is it in French or English?

By default, it is set to English, but this can be changed in OPTIONS --> LANGUAGE. The unit is multilingual and has 13 language options.

Does this game teach you how to play chess?

Your question is not specific enough to completely answer, however I will try: This computer does not specifically teach someone the rules of chess. However, assuming that the player has a clear understanding of the rules, this computer can help them advance their ability to play chess in several specific ways: 1) The computer has 100 training 'exercises' each showing a chess position and the user must make the correct chess move that will lead to checkmate or capturing an opponents piece. 2) In Game Tutor can be turned on to give very basic warnings when a user makes a move it considers to be an error (ie potentially losing material or leading the user to be checkmated). 3) A user can progressively play game after game from beginner through advanced levels, learning what moves to make (or not make), through repetition... AKA the Brute Force Method.
