Only the height of the seat is adjustable which can be adjusted INSTANTLY from 17" to 22" with 7 positions.

would this provide back support for a small 5'4" woman?

Well I’m 5’2” and I use this while teaching. I feel it is pretty comfortable. I’m not sure I feel comfortable saying it has great back support. The adjustment lever makes it so my feet are able to touch the ground. I hope someone else can give a better answer.

Where is the bench made?

So sorry but I do not know where the bench is made. Wherever, it is beautifully made and my husband has been very pleased with its comfort and design.

What is the weight capacity of the chair?

No sure. I am 190 pounds and no problems. Very sturdy. It has a smallish seat dimension. Perfectly fine for me.
