Can these wraps be machine-washed?

You can definitely wash these. I put mine in a netted bag and wash it with like colors in cold water then hang dry.

Will these wraps start smelling ?

Regarding your query, please note that we have never had such a complain so we are confident in saying that the item would not smell. Under the circumstances that it does, we suggest that you wash the item in warm water and hand it out in the sunlight to dry to make the smell go away.
