No, the RM400 will only fit CPU coolers that are 148mm tall or less. At 160mm, the NH-D15 will not fit in any 4U server chassis. As an alternative, you can look into getting our KR02, which fits in the RM400: https://www.amazon.com/dp/B07S6CYK7Y

Can this fit an eatx dual socket motherboard?

There are several types of EATX motherboards, this case can fit up to SSI-CEB form factor motherboard (12-inch x 10.5-inch). But if your dual socketed motherboard is SSI-EEB (12-inch x 13-inch), then no, this case will not fit.
