Nikon strap, no bag (except for plastic wrap).

Does the camera have built in Wi-fi?

No. Mine came with a WiFi Adapter that plugs in to the side port.

does it come with a strap?

Yes, it does come with a red and white and black monogram strap.

Never used nikon, but wanted to restart photography mainly portraits is this a good camera for that?

I have used Nikon cameras since the 1970's (and the light meter was an attachment that you mounted on top of the camera). The D7100 has a setting for portraits that compensates for the lighting and depth of field that you normally go for in portraiture. I have tested the different settings under the 'scene' option on the mode dial, and it does a fine job of adjusting the camera setting to suit the particular type of picture (landscape, dusk/dawn, action, indoor, etc.). You really don't need to know the dynamics of the camera's picture-taking process to take great photos with this camera. You can hit the ground running with a medium amount of reading the instructions.
