What is the best way to cut these?

A BOSS LS-3655 CO2 laser cutting machine would be the best way. The cheapest way would be to use a pair of kitchen shears.

Can these be used with alcohol safely?

I would suppose you could. they are very sturdy and hold up well. I have only used 2 of mine and they hold up well, tho I don't drink alcohol, they hold up well to soda's and shakes. clean very easily. I just wash mine and put them up to dry and then use them the next time I need a straw. the little brushes are great for getting the inside clean too. In my opinion these are well worth buying.

Are these straws recyclable?

I have placed my used ones in the recycle container.
