Is this product good for waterproof boots from winter

Yes, SoftClad will protect the boots from spills and stains.

Can you use on wool rugs and how often do you have to retreat areas ?

Yes, SoftClad will work well on a wool rug. Depending on traffic, you should retreat every few months. A good test is to take 1-2 water droplets and see if wool is back absorbing liquid. If so, it is time to retreat. - Stir Technologies

I bought some very nice white mess sneakers. Will this discolor them?

I have used this on white Vans sneakers and my white t-shirts with zero discoloration. Hope this helps.
