No, it is not RTR. You can find them assembled and with electronics. But even those will probably need battery and charger/Radio and receiver. Most likely a motor as well.

All electrical parts, motor, battery,steering servo,receiver, controller, charger,gyro, lights it also doesn't have a body but it comes with mounts.

Q: Do i build it or is it assembled?

You have to build it and it seemed very challenging unless your good at stuff like that and handy. I am not so I returned it
