Can this bond metal to wood?

Yes, but that's not a good joint if the object is going to be under weight load or experience twist or movement. The wood/metal CA glue bond can break easily under stress if the metal is not etched or roughened first. Porous surface to smooth non-porous surface bonds are only as strong as the shear strength of the glue itself. CA glues are stiff, brittle. Wood to metal bonds with a flexible adhesive such as silicone caulk are much stronger under load or flexion.

Will this dry Clear and polish up with a shine? i want to try and use it instead of resin in small area.

It will shine up nicely. Many woodturners use a CA glue as a finish on pens and small turned items. You may have to play to see if this thick gel works better than a medium viscosity for your use. Play a little. BTW. Starbond is a really nice, high quality glue. If you dont need to have it cure quickly dont use an accelerator with it. An accelerator can sometimes introduce small bubbles into the glue that would ruin the finish you are looking for.

is this safe to use on natural latex?

Cyanoacrylate works well with natural or synthetic rubbers/latex. Starbond is Cyanoacrylate. Once cured, Cyanoacrylate is safe. There is no negative reaction from natural latex coming in contact with Cyanoacrylate.

Received product with multiple micro applicators. How are the micro applicators attached to the bottle?

The micro nozzles slip right over the top of the existing nozzle that is already on the bottle. After you remove the cover,use pin to punch a hole in the top of the nozzle that comes on the bottle then slip the micro over that.
