When I look inside the cell, there appears to be a thin thread-like nylon line that rests on the end of the cell plates. Is this normal?

Yes. It is time for you to clean the cell. If you don't know how to do that, ask at your local pool supply store. Cleaning of the cell involves a cup or two of Muriatic Acid. Leave the acid in the cell with the open end facing up and to soak for about 20 minutes. Be very careful if you clean it with acid as Muriatic Acid is strong and corrosive and will burn exposed skin. Also, use caution not to breathe in the fumes. If allowed to build up, that stringy material will eventually cause your cell to fail to make chlorine for your pool.

Does this replace the SC 36?

Yes. It is the replacement for the SC36, which I believe has been discontinued by the manufacturer.

After about 3 months of use i am getting an error message from my auto pilot 'low amps=cell?. checked the cell. it has no build up. any solutions?

Likely to be a cord issue however depending on the model # of your Pool Pilot control box it could be a internal issue on the circuit board(s) or a fuse.

The RC-28 is for use with the Nano unit only. You should call autopilot and see if this unit will work with your system
