It's a nail brush
I bought these to clean my nails after gardening to remove dirt from underneath the nail. Does the job with a little help from liquid soap put onto the brush

Brilliant nail brushes
Perfect design. You can lie these brushes on their side and the bristles stand clear of any water on the surface upon which the nail brush sits. So bristles remain in nice condition. Excellent design and value. Easy to grip. Thanks :)
