Hi I'm a size 7 & I bought the large which you cut to size & 7 was the lowest to cut. So a small should be ok for your size 5.5/6 & it's clearly marked on the insole for you to cut.

Q: Are they suitable for wellies?

I have mine in my work boots. Make them 10 times more comfortable and these are the best insoles I have tried and are lasting well.

Q: Can I use these insoles to place on top of the insoles already in my shoes to make the shoe a little smaller inside so they fit better?

Yes, if that's how you want to use them then I cannot see a problem with that
