can this paint be ok for oil tank?

Yes it will be ok for a metal oil tank but not plastic. Red Oxide is an anti-rust primer basecoat for metal which once dry you can paint over with any other colour.

Can this paint be applied to galvanised surfaces?

You would have to use an etch primer coat first before applying the top coat.

Can you use a synthetic thinner so this can be used in a sprayer

Better to thin the red oxid primer with white spirt prior to spraying, it's important to use a suitable mask to protect your lungs.
