Does the tapered plug-in adapter work with a Fein Turbo I?

If you have the 35mm/1 3/8”, the answer is no. However, if you are operating with the 27mm/1 1/16”, the answer would be yes. Best of luck.

How long are the fittings, and will the fitting with a 1.5" id, stretch a little or is it hard plastic ?

The fittings are hard plastic. They really don't fit any of my tools without applying tape.

Does this work with the black and decker orbital sander?

Not sure about the Black and Decker. It did not fit my DeWalt, however I heated one of the ends that was close to the right fit and it works great.
