Can the batteries be replaced?

I would say not. They aren't overly sturdy and the bit where the battery is, is wrapped in black tape. I think it would be difficult

yes the item was sold to adults as well as children, but not sure of the dimensions. Can say they looked fabulous when lit.

One of the reviews said led flashing headband, can you stop the flashing and just have the lights on permanently?

yes you can have the lights on permanently, there are three modes on the headband, well four if you count off. slow flash, quick flash, constant on and then off.
