What is the bottom end of this capacitor's range?

brand new caps, 31 blade, .010-air-gap, 1/4" tuning shaft, and CW rotation decreases capacitance. Testing indicates a capacity range of ~~ 390 (fully meshed) to 16 pf (fully open). That is all I can tell you at this point.

What is the rated voltage, what is the breakdown voltage?

Technically, if it has a .010" air gap, as another person mentioned, it would have a breakdown voltage of roughy 500 volts. Don't even THINK about using it at such a voltage; it would be very dangerous to the user. Besides that, there's always variation in the gap as the capacitor is rotated, and the gap will often be much less than .010 inches. Typically, you should expect an operating voltage of no more than 10 to 20 volts. In the "old" days of tubes, these were hardly ever used in the higher-voltage plate circuits but were more common in the lower-voltage input and grid circuits.
