Is this a two way switch? I.e have one switch at the top and another at the bottom of the stairs?

No sorry it isn’t, but, it is possible to alter the existing two-way wiring at the switch positions to have it turn on from two places and also in place of an intermediate switch if need be. (But you WILL need a neutral at the switch!!) Consult an qualified electrician.
