How big is the item? 3 x 2 in sounds very very small. I'm looking for a standard ink pad size

It is standard-sized. Also, if you pat the pad against the stamp to ink it up, size really isn't a limit.

Can you use any rubber stamp with this?

Yes, I have used with both clear and red rubber stamps, mounted and cling, works great! It really makes a crisp image with embossing power.

Like any emulsion it has a slight smell sort of like school glue but it does not stick and hardly noticeable. NO strong toxic smell.

Will transfer foil adhere to a this once stamped?

You really should check with the manufacturer of the foil. Minc reactive foil needs a chemical on the foil for the reaction (foil adhering) to work and STAY ON. I have used “stick-it” embossing glue with other NON-reactive transfer foils. Those foils just need “sticky” to grab the foil. Good luck!!!
