Does this have a low tperature cut off so it doesn't try to charge lifepo battery below freezing?

No, low-temperature cutoff should be the function of the LiFePO4 battery's BMS, since the BMS knows the temperature of the battery - this charger has no way to know the battery temperature.

Where do you connect eyelits to charge battery when using a shunt

You would connect the eyelets to the non-battery negative terminal of the shunt (labeled P- on my 500A/75mV shunt). In other words, the only thing that should connect to the negative battery terminal is the negative terminal of the shunt (labeled B- on my 500A/75mV shunt). Everything else is connected to the other terminal on the shunt, including the charger.

App shows exactly 15.0A charging but my battery monitor shows 15.27A, how do I know which one's correct? Is the Amps shown in app pretty accurate?

A difference of .27 amps in rather insignificant. Most electronic measurement devices with have a 3 - 5 % range in their output. In other words, the 15 amps reading on the Victron charger and the 15.27 amps on your battery’s app display is well within the range of being equal.
