Do these fit a 2015 ram 6.7?

No your shocks would be next to you coil spring 13 and up

Will they work on 99 2wd with 2 inch spacers

Yes - I have a 2006 Ram 2500 Diesel and with 2" Lift and they worked perfectly.

I have a 4in coil spring will these still fit?

No these shocks are only for 0-2 inches of lift, so stock or a leveling kit. However Bilstein does make the correct shock for a 4 Inch lift. I have a lifted truck and stock height so just search the correct part number.
