Can I use it for a goldfish tank ?

I think you can as it is for Aquarium plants just use the correct amount for the size of the tank. It has worked for my live plants.

Correct dose for 60ltr.

The bottle cap has dosing markers. 5ml for 38L, so for a 60L tank you will need approx. 8ml.
