Works at 4k on my Windows PC
I bought this having read bad reviews about cheaper versions not being 4k, but just full HD, which I already have. Plus some others only work with Mac. The description listed PC/Mac, so I purchased this brand, thankfully it worked in 4k resolution with my windows PC. Job done.

Surface Pro 4 only 1920x1200
Otherwise good cable, but on my Surface Pro 4 can only get 1920x1200 on a Dell 3008 otherwise capable of 2560x1600 resolution. Though I believe this is due to Surface Pro itself.

Used this cable with an adapter to connect with old monitor DVI And without to new monitor full HDMI, only needed one cable and one adapter at just over 1/2 the cost

Works well and good price. My experience of StarTech other products has always been good (so far) so expect the quality to be the same and hope it will last as long their other cables and adapters usually do.
