Is this item water proof?

Exactly I would say they are water resistant, NOT water proof. The charging port has a silicone cover that fits snugly and securely, so unless you leave that open for some reason, water is unlikely to get in. And you can mount them on the stems directly under your bike seat and under your handlebars to provide a little cover so these aren't subject to rain or other water sources falling directly on them. I have left my bike out during a sudden and unexpected rain storm and there were no issues with the lights the next day or since then.

Who knows how bright these lights are? Lumen?

They definitely show up when it is dark. I bought one for the back tire area and one for the front area to make sure they would be seen. There is also have flashing setting that should get the attention of motorists.

Can you attach one of these lights to a backpack?

I'd say you could.. it's just a rubber strap that goes around the bars or drop outs on your bike. So if there are straps or loops on your bag then you should be able to make it work.

Can the angle be adjusted at will after the light is installed on the bike?

My initial thought was...boy this will blind anyone on the road. Then I realized I can angle it anyway I want so out of direct line of sight from other passengers and ongoing traffic. Solid construction. Very very happy with purchase!
