Generally, no. They're pretty heavy, so they don't move much. You would want to make sure the top flange is overhanging the step as much as possible before you wheel or walk someone up or down these.

Not a great ramp the anti skid is not great

If I understand correctly, you are asking if it will work on 1 step that is 9 inches high. The instructions state: Using height range is 3.2"-8.9".Best recommended using height is 5.9". So based on that you are 3' higher than recommended. I would recommend buying a longer ramp. Longer ramp allows more height. You probably need a 5 to 6ft ramp.
