May I use this when cleaning an aquarium weekly instead of using stress enzyme?

Yes, I use it every time I clean the aquarium. I usually put half the required amount directly into the filter (once I've clean it) and the rest in the tank itself. Its perfect for introducing new fish to the aquarium as well as when cleaning it out.

How much quick start should i use when doing a water change? should i use dosage vs total water in the tank (30l) or water i am changing (7.5l) thx

As it's a partial water change; not servicing the filter itself; stick with the amount for the total capacity of the tank will be adequate. A little over will do no harm either, adding a little now & then will keep both the tank & filter up with its ideal bacteria levels to process the muck etc. Some with more money then sense will dump the whole bottle regardless.

Do I need to remove the carbon whilst using Quick start.

Not at all, its all part of the natural waste breakdown you're attempting to build into the filter system overall. In any-case usual charcoal media is replaced a few times before the rest of the filter needs cleaning out. The charcoal itself will be somewhere else for the good bacteria to colonise. In some cases the bacteria will help quicken the breakdown the mulm clogging up the charcoal too & may extend its use a little.
