Im 6.3 in height, do the handles adjust for people of different height? or is this short and will hurt my back from bending over too much.

Handles don't adjust. They are definitely taller than the average cheapo umbrella strollers from Wal-Mart though. But not sure if a few inches would make a difference to someone over 6ft. Lightweight strollers won't be big, but this is the best I've found in this category.

Recommend to use with child able to sit upright unassisted, about 6 months minimum.

Can I take this stroller down rough streets?

we bought this stroller for occasional use in an urban (paved) environment for a four year old. It seems sturdy, the brakes work well and it was comfortable. It won't work on cobbles or mud or snow or anything like that though - you need a different type of buggy for that with big wheels (like an off road buggy). Also the hood is a bit useless so i am not sure what you would do in the rain as a cover would be close to the childs head and not very secure.
