I didn't realize it was cooling but since you mentioned it, I do believe it is. The only thing that makes me too warm is my pillow - I need to get rid of that - and my dogs!

Can I cut a section out of this and replace that cutout with another mat making the whole mattress level?

If I am understanding your question correctly, i don't think I would cut this mattress topper. If your mattress is un-level perhaps adding a board underneath would be a better fix?

When putting bedsheets on topper does it look sloppy?

As long as your sheets are good fitting, the mattress pad does not look sloppy or cause the bedspread to look sloopy.
