edges fray out with loose threads coming out. only 1 side can polish, the underside is rough

Flimsy Edge and a dark spot
It appears like a piece of fabric cut out from somewhere, the edges seems to be falling apart. I wander if it is suppose to be like this? Also one of them have a dark spot that looks used or maybe it is a production stain. Other than that, the shape is good for polishing.
